Le Premier ministre,
Sur le rapport du ministre de l'industrie, de la poste et des télécommunications et du ministre délégué à la poste, aux télécommunications et à l'espace,
Vu le code des postes et télécommunications ;
Vu la loi no 90-568 du 2 juillet 1990 relative à l'organisation du service public de la poste et des télécommunications ;
Vu le décret no 90-1214 du 29 décembre 1990 relatif au cahier des charges de La Poste et au code des postes et télécommunications,
Décrète :

DANS LE CADRE GENERAL DE LA CESSATION DE LA FRANCHISE POSTALE PREVUE A L'ART. 38 DU CAHIER DES CHARGES DE LA POSTE,APPROUVE PAR LE DECRET 901214 DU 29-12-1990,LE MAINTIEN POUR LA POSTE DE L'EXONERATION D'AFFRANCHISSEMENT DES CORRESPONDANCES ET DIVERSES PIECES EXPEDIEES OU RECUES PAR LES CENTRES DE CHEQUES POSTAUX,PREVUE AUX ART. D507 ET D521 DU CODE DES POSTES ET TELECOMMUNICATIONS N'EST PLUS JUSTIFIE EN OPPORTUNITE.
EN OUTRE,LE MAINTIEN DE TELLES DISPOSITIONS FAIT L'OBJET DE CONTESTATIONS,AU REGARD DES REGLES DE CONCURRENCE,DE LA PART D'ASSOCIATIONS REPRESENTATIVES DU SECTEUR BANCAIRE.
AUSSI,LES TERMES "NON AFFRANCHI" SONT SUPPRIMES AU TITRE I DU LIVRE III DE LA 3EME PARTIE DU CODE DES POSTES ET TELECOMMUNICATIONS,L'ART. D507 (AL. 1) ET L'ART. D521 EST ABROGE.
COMPTE-TENU DU DELAI NECESSAIRE A LA MISE EN OEUVRE PAR LA POSTE DU DISPOSITIF D'EXPLOITATION NECESSAIRE POUR SE CONFORMER A LA SUPPRESSION DE L'EXONERATION D'AFFRANCHISSEMENT,CONSISTANT NOTAMMENT EN LA MISE EN PLACE D'UN AFFRANCHISSEMENT INFORMATIQUE ET DE MACHINES A AFFRANCHIR DANS LES CENTRES REGIONAUX DE SERVICES FINANCIERS DE LA...
